To bid for government construction tenders in Bihar – roads, buildings, rural works – a contractor must first be registered with the department that issues the work. The three departments most contractors start with are the Building Construction Department (BCD), the Road Construction Department (RCD) and the Rural Works Department (RWD). Which department do you need?

Registration classes
Contractors are registered in classes. Each class sets the maximum tender value you can bid for. Higher classes require more experience, a larger turnover, your own machinery and qualified engineers on your staff.

- Bank account details and bank solvency certificate (as required for the class)
- Income tax returns and financial statements for recent years
- Work experience / completion certificates (for higher classes)
- Details of machinery owned and technical staff employed (for higher classes)
- Affidavit in the department’s prescribed format
- Scanned signature and passport-size photographs
- Class III Digital Signature Certificate (DSC) for online application and e-tendering

- Proprietorship: proprietor’s ID, PAN and address proof
- Partnership firm: partnership deed, firm registration certificate, partners’ PAN and ID
- Company: certificate of incorporation, MOA and AOA, directors’ PAN and Aadhaar, board resolution for the authorised signatory
- Unemployed engineer: degree / diploma certificate and marksheets
Step-by-step process
- Choose the department and class based on the tenders you want and the experience you have.
- Get a Class III DSC in the name of the proprietor or authorised signatory.
- Apply online on the department’s registration portal and fill in firm, financial, experience and staff details.
- Upload documents in the prescribed format and size.
- Pay the registration fee online. Government fees are paid directly to the Government of Bihar.
- Verification – the department checks documents and may call for originals or clarifications.
- Certificate issued – you can then bid on e-tenders on the Bihar e-procurement portal.
- Renew on time – registration is valid for a fixed period and must be renewed before expiry.
Common mistakes that delay registration
- Name or address mismatches between PAN, GST, bank records and the application
- Expired DSC, or a DSC in the wrong person’s name
- Experience certificates not issued by the competent authority
- Applying for a higher class without the required machinery or engineers
- Paying only part of the government fee – partial payments are not accepted
- Missing the renewal date and losing eligibility for ongoing tenders

Can I register with more than one department?
Yes. Registrations are department-wise. Many contractors hold BCD, RCD and RWD registrations together.
Do I need GST registration?

Is a digital signature mandatory?
Yes. A Class III DSC is needed to apply online and to take part in e-tenders.
Should I register as a proprietor or a company?
